Wait for the time given in the retry-after response header; the SDK does this for you while it has retries left. Then lower input tokens per minute: put a cache breakpoint on the stable prefix (system prompt and tools), since cached reads do not count towards the input limit on current models.
Parallel sub-agents multiply usage. Put a limiter in front of the client, a few concurrent requests at most, instead of letting every worker retry at once.
